Our PMO is like a pre-preschool, and it is one day a week for three hours, for ages 12-23 months. We got on the wait list last year, and were lucky enough to get into the Friday morning program. DD's last day was today, and in the fall she will go to "real" preschool two mornings a week at the same school.

Really? The one that DS (and now DD) attend is more like a preschool. There are options for how many days a week I want them to go (2, 3, or 5 day programs) and it runs from 9 - 2:30. Granted, DD will be in a nursery program and it's more like daycare than preschool, but I think it's far more than just babysitting.
