Carob chips are dairy free. I also used to get dairy free chocolate chips for DD at Whole Foods, but I'm at work now and can't remember the brand. Dark chocolate tends to not have dairy (but may be processed on equipment with milk), so there may be some dark chocolate chips (Ghirardelli maybe?) that are dairy free.
dark chocolate is usually dairy free, but it doesn't have the creamy texture. you can get chips in the bulk aisle at central market if you have one, or maybe whole foods.
I'd try carob chips... I'm pretty sure though that the Ghiradelli dark choc. ones aren't dairy free. I got them for a vegan banana cake I was making. We aren't vegan so it wasn't a biggie, but just so you know...

I can't remember what brand they are, but I bought dairy/soy free chocolate chips at our local natural food store when I was nursing K.
They were free of all of the top 8 allergens, and they were real chocolate, not carob.
If you can't find them near you, I'd mail you a few bags
