The first step would be to get a Sunday paper. That is where the majority of the coupons are. If you don't subscribe, you can get at the Dollar Store. I am lucky that my MIL doesn't use coupons, and gives me all of her coupons. You can also get coupons from www.coupons.com, www.redplum.com and www.smartsource.com and if you shop at Target you can get coupons at www.target.com/coupons Some of them are Target coupons and some are manf coupons. You can stack Target coupons with manf coupons. In this past Sunday's paper there was an add'l Target coupon insert to stack with the monthly P&G coupons
I think I save the most money on clipping coupons for household items. Althought i did just save over $20 in coupons on my last trip to Winco. I think I have 20+ deodorants and body washes for DH in the cabinet. All of them were bought with BOGO free coupons that were in the P&G monthly coupon circular. Then if you a cent off coupon you can use that on the one you have to buy. DH has banned me from buying anymore deodorant or body washes for him for while, even if I have coupons.
I agree with a lot of what P2P said. My Mom gives me her Sunday paper and my 2 other coworkers bring theirs in, and we share-So we all get first dibs at our own, and then pass the others around so we can get mutiples of coupons as needed/available. The deodorants/cleaning supplies coupons come a lot and can be really great, but those items are sort of as needed-I'll clip the coupons if I think I'm getting low, and keep them in my coupon file folder thingy I keep in the car-Organized by coupon type. If I need to stock up before it expires, great-if not then oh well.
The coupons I love are the Hormel Always Tender Pork Tenderloin ones and the Hillshire Farms Smoked Sausage ones. I always buy those items when I have a coupon because the food doesn't go bad really fast and I know I will always have something for dinner when those are in the fridge.
Pay attention to the seasons/holidays-Around Easter there was a ton of coupons for baking items, Halloween and St. Patricks Day or even the Superbowl you can get a lot of alcohol coupons. Superbowl and Christmas time will have a lot of snack items-Mixed nuts etc. which are good if you're having a party.
I try to stay away from the BOGO coupons unless it's something I need 2 of. I prefer the x # of cents/dollars off.
You can also go to Safeway.com and they have coupons on their website. You add the coupons you want to your cart, and then print them when you are ready to go shopping. They last a while and help with costs.
I've recently been banned from buying household items as well since we now have about thirty bottles of body wash, a year supply of razors and at least a year supply of deoderant. I find myself wanting to buy cleaning products too but since our housekeepers bring their own supplies I've resisted.
I was using a ton of coupons for food but I've found we started to eat a terrible amount of junk food over the last month because of it so now I am back to only using them on household things.
I would use safeway coupons as well as manufacturer coupons and it would say me a good amount. I could never be like the extreme couponing people though because most of their stores double coupons and even triple them. I haven't found a store around here that has done that.

I cut only the coupons for things I'd buy anyway
I look at the store ads and try to use my coupons on things that are on sale anyway.
