I've searched my local Goodwill(s)---7 Corners & Rt. 50--and they barely have any clothes under 2T size.
I'm running low on hand-me-downs and I don't see the point of buying new clothes for Sprout to crawl around the dirt/grass.
Anyone have any suggestions of consignment shops, thrift stores, etc?

I find good deals and nice clothes at consignment sales. The consignment sale season is nearing its end, but there are still a few listed on the our kids website.
May 7th: Annandale United Methodist Church Kids' Stuff Consignment Sale, 9am to 1pm, 6935 Columbia Pike (at the intersection of Gallows Road), Annandale, VA. The cash only sale will offer a HUGE selection of gently used children's clothing, equipment, toys, books, movies, games, crafts, bedding, furniture, maternity wear, and select home items. There will be lots of brand names at excellent prices. New Consignors and Volunteers workers are welcome. You can volunteer without consigning if you simply wish to shop before the general public.
May 13th to 15th: Tot Lot Consignment, 18 Blackjack Rd., Stafford, Virginia 22405. Public sale takes place Friday (11:30am to 7pm), Saturday (10am to 7pm) and Sunday (11am to 6pm; most items half price off). You'll find quality items from a variety of brands. Consignors can earn up to 65% of items sold.
May 13th to 15th: Wee-cyle Mart Anne Arundel County Sale, Ft. Meade Pavillion. Just inside the Llewellyn Gate off 175. Over 30,000 new and like new items from Maternity to Teens! Consignors earn up to 100% commission! Volunteers get to shop first and shoppers will find amazing saving on seasonal clothing, toys, books, videos, baby gear, furniture, sports stuff, scrapbooking & more! Admission is $2 or $1 and a bag of non-perishable food. Kids are free and one admission is good on all days. Benefits in part the local food bank. Sunday is 50% off day - (all tags with red dots). May 14th: St. Marys Mothers' Group Kids' Stuff Sale, 8:30am to 1pm (1/2 price after noon), St. Mary of Sorrows Catholic Church, 5222 Sideburn Road, Fairfax, VA. Clothing, toys, books, maternity items, baby gear and more will be available Proceeds benefit the Mothers' group. All proceeds go to support the Mother's group and for charity projects.
May 14th to May 15th: Just Between Friends of Prince William County Consignment Sale, Haymarket Sportsplex, Haymarket, VA. All things children from maternity through teen. Volunteer and shop early! Saturday is the public sale day from 9am to 5pm, Sunday is the 1/2 price sale from 10am to 2pm.
May 15th: The Broadman-Kaplan Early Childhood Center of Tikvat Israel Used Book and Community Yard Sale, Tikvat Israel Parking Lot (rain location: TI Social Hall) 2200 Baltimore Rd. ? Rockville, MD 20851. This event will help raise funds for the Early Childhood Center. There is no admission fee! May 15th: 529 Kids Consign, 9:30am to 1:30pm, Mystique Jewelers, 211 The Strand, next to Chadwicks Restaurant. Get your kids wardrobe ready for the summer with designer brands. There will be activities for the kids.I do a lot of my shopping at Unique Thrift Store in Rockville. I know they have one in Merrifield and I'm not sure if there are others in NOVA as well. I believe that on Mondays, everything is 25% off. If you get their free loyalty card, you can also get 25% off on Thursdays.
I like their store because there's a big selection and it's pretty well organized by size. I think some of their prices can be a bit high for a thrift store but they are still usually cheaper than buying new. The stores usually have a pretty high turnover of stuff so I typically go every 3-4 weeks because there's new stuff coming in all the time. Also, when you sign up for their loyalty card, you'll get emails for their 50% off days. That's when you can really get the bargains.
The Annandale United Methodist Church sale is my favorite of the consignment sales. Quite possibly because it is close to where I live, but it's also big without being massive.
Craigslist - I always see lots of clothing for sale there.
Yard sales, scan the ones in your area for boys clothing - they are usually dirt cheap.
Have you gone to the new Goodwill at Annandale and 50? It's really nice. They don't have a huge kids selection but it's the nicest Goodwill I've gone too. Across 50 on Annandale, Joseph's Coat usually has a large selection of kids clothing.
I will say this, it is easy to find baby clothing in great condition, it is much harder to find toddler clothing. This year I've bough a lot more things new for DD (usually Carters when they have a big coupon weekend). I've also bought a size up on the hopes she'll get two years out of it. (She's currently 2T but I bought 3T).
have you tried craigslist, ebay and joining your local freecycle group?
I discovered Little Lords and Ladies consignment in Chantilly last week and they have a TON of clothing. From what I saw, the prices were cheap and the clothes were in great condition. It's in a business park near the intersection of 50 and 28.
