Possibly a stupid question re: FF

I was trying to EBF, but recently had to begin supplementing with formula because DS was not gaining enough.  The instructions on the back of the Similac Advance container say to add a scoop of formula to every 2 oz of water.  When you do that, you get about 3 oz of formula.  So my question is, do you measure formula feedings by the amount of water added to the powder or by the amount of formula that you get once it's all mixed together? 

I just want to make sure that I know how much I'm really giving LO. TIA.
