there is another brand that i used with M a couple of times - humphrey's i believe. they seemed to work okay and they weren't recalled (to my knowledge)
Hylands teething tablets are back out I believe. If you can't find them you can get the Hyland's gel at Target. I also use Humphrey's teething tablets, got them at CVS. They are the exact same as Hylands.

Gabriel started teething at 3mo, he just didn't cut a tooth until he was almost 8 months. My niece cut a tooth at 12 weeks old, it's not uncommon.
Just an FYI, you may want to check with your ped about these. Back when DS1 was a baby, the tablets became a huge hit. I heard so many people raving about them that I went out and bought them. I never used them because I ended up reading around and many people were against them because they have Belladonna in them. I decided to wait until DS's next appointment to ask his doctor what she thought. She advised me NOT to use them because belladonna is an opiate. She thought that no matter what the amount, a baby should not have it.
