how do I post pictures again

I thought I saw something that the formating changed again could somebody give me directions

    Go to a photo sharing site like tinypic or flickr. Upload your picture. Size it before you upload. Grab the <Direct Link for Layouts url. Copy and paste it into the tree icon that looks like this:

    Press enter and your pic shows up. Or you can just c&p the picture directly into the thread from tinypic. If you do that though, your picture becomes a clicky link and people can then look at all your photos.
