Good place to buy water shoes?

Hi ladies!

I just had a conference with DD's daycare since she'll be moving up to the pre-toddler room in 2 weeks.  One thing they said we needed to have was water shoes, as they have water time at least 1x/week, if not more in the summer. The kids are required to wear water shoes during this time, and they need to be the kind that fully cover the foot (no sandals) and have hard soles.

So, I've spent the past 2 hours looking online to see where I can buy some.  The problem I'm having is the smallest size I see anywhere is a size 4.  DD is almost 12 months, but has really small feet.  She's in size 2 robeez-type shoes now, and there's some room to spare. I'd deal with a size 3 water shoe, but I just can't seem to find any.

Does anyone have any ideas? I'd like to go in-person to buy, so we can try them on, but I'm willing to order online also. I'd also like to try to keep it under $20 if possible.

I've looked at (online) Target, Walmart, Kohls, Stride Rite, Gap/Old Navy, LL Bean, BRU/TRU, Gymboree, Children's Place, etc.  I haven't looked at eBay yet, as I'm behind a firewall here at work.
