Not really. We put shoes on DD for her 3 month pictures and a handful of occasions just for show but that was it until she started walking a few weeks before she turned one. She probably wore shoes all of 4 or 5 times before she needed them and mostly that was MIL wanting to finish the look.
They don't need shoes for a newborn or non-walker. They're just cute and for "decoration."
There is no need to have them wear shoes until they start to cruise/walk and then they suggest just when they are going outside since being bare footed helps them get the feel of walking vs trying to figure it and inside something else foreign; the shoes.

We got about 4 pairs of baby shoes and DS is a boy. But he's never set foot (hee hee) in any of them. It's crazy because 3 of the 4 pairs came from mothers of little boys who never put shoes on their babies either.
We only ever used them because it was January and cold, so we needed to keep socks on Cameron's feet, but his heels and ankles were so skinny that all the socks kept falling off. Shoes worked to hold the socks on his feet.
Re: Do newborns even wear shoes?
I have never put either of my newborns in shoes...both were November babies, but socks and blankets were plenty, even in the cold.
But I also have boys...people are much less inclined to buy things "just for show" when you have boys!

Mine did. Something about being out in public with no shoes skeeves me out.
There was a baby at the Astros game this weekend with no shoes or socks
Mine will, but you know me and my shoes.
They are "crib shoes" though which are little soft leather or silk ones, not hard soled or anything. Kind of like glorified socks.
We have a few versions of these: https://www.janieandjack.com/shop/dept_item.jsp?PRODUCT%3C%3Eprd_id=845524443465978&FOLDER%3C%3Efolder_id=2534374303613211&bmUID=1302564764336&productSizeSelected=0
I was a big fan of the shoe looking socks. She wore those until she was full on walking. The sock finished the look without her wearing shoes.
She didn't wear any in the warm months though except when she went to daycare briefly and for MDO.
