I have no idea what to give as party favors to a bunch of 1 year olds. That's the age of most kids likely attending W's b-day party. Do 1 year olds use chalk, or do they just eat it? I really have no idea what kids can /can't do at certain ages. Is it a waste to do favors of some sort at that age?

Yes, it's a silly tradition - but it's cute and fun. I like sending them home with a little memento. Chalk is probably not appropriate (we are just using it now). We went with homemade Baby-Rock CDs and "monkey munch" (banana + chocolate cheerios). So , something themed and/or super simple...or yes, nothing at all is fine too!

Max's party was train-themed, so we did a this train whistle ($0.97/whistle):
along with some edibles; Stretch Island Fruit Co. Fruit Leather and Hershey's Hugs and Kisses in homemade train bags. Simple, cheap, and fun!

I wish we could abolish favors.
So I think you can easily skip them. But if you want to do them, I think something edible (like a cute cookie??) is nice rather than some little piece of junk like from the party stores - which, yes, I did for Ben's McQueen party. ugh. He really wanted to give stickers and stuff.
The best favors we've gotten from parties were CDs of kids music, or a thing of bubbles. Or really, at one, just a balloon is fun. You can usually get plain mylar balloons at the party stores for $0.99 and those aren't the chocking hazards that latex balloons are.
I'm in the "totally unnecessary, but fun" camp.
For L's first birthday we did plastic beach pails w/ shovel ($1/ea at Target) and in each one was a beach/luau themed rubber duckie (found on Amazon - about $5/dozen).

This exactly. I did it because I found some cute things. We did squishy basketballs that were safe for all ages. Girls got a basketball hair clip. And the older kids got some basketball shaped crayons.
I wouldn't expect it or be upset if we went to a party and didn't get one.
I got them at the Snoqualmie Train Depot, at the gift shop. They are little and perfect for Grady! Max love his still.

I was thinking about doing Earth Best's baby food, baby juice, baby cookies--my 10 month old chews on everything. I figure most of the babies will eventually be old enough to eat it in the future.
The only other thing I can think about is a cute cheap book that the parents can read their baby. My baby is starting to talk so I will be reading more to him.
Oh we actually did get books at a party once. Those were a hit. If you know anyone in school, you can usually order through Scholastic - they have great deals on books - often paperback versions of books are like $1. And ordering benefits the school too.
Or I often see board books in the dollar bins at Target too.
@Katie - those whistles are cute!! If Cooper is still a train nut in October I might have to copy you.
If you do a train party, I stuff you can have (banners, cupcake toppers, invite JPEG that I can easily change the info on, etc).

We didn't do grab bags for Hudson's first because there weren't many kids and several of them were too little to care anyways! We did do a "Candy Bar" that was a huge hit though .. I just had several types of candies in our theme colors (blue/white/red) and had bags on the table and a sign reminding people to take some with them. We barely had any left over surprisingly!
I agree that chalk wouldn't work too well for 1 year olds, Hudson is still putting most things straight into his mouth and I'm sure he'd try to eat it
