Need a Chlorine Free Diaper Recommendation

We have been battling with diaper rash for 7 months, yes you read that right, 7 months!!  We have tried every cream, 6 doctor apts, and 2 dermatologist apts.  It has been awful. If you want the history of this read on, if not skip to the bolded part.

We started in disposables first and then slowly transitioned to cloth diapers around DD's 1st birthday.  Shortly after that time she developed a diaper rash and in fear that it may be yeast we switched back to disposables and took her to the Pedi.  We had her swabbed for everything and it all came back negative.  She gave us a few prescriptions for creams for possible bacterial infections and nothing worked.  We tried a new type of disposable thinking maybe the disposable we were using was causing a problem....no difference.  We then went to a dermatologist who tried more creams and nothing worked. 

It goes through cycles where it seems as if it's almost gone and then it comes back.  She gets a ring of redness around her anus with little white dots/pimples and the area around the top/front area of her vagina gets red.  I'm beyond frustrated with this rash.  The only thing that does seem to help for awhile is 2% hydrocortisone cream recommended by the dermatologist, but then when I discontinue it, the rash runs through it's normal cycle again of getting worse to getting better and around and around it goes.  It doesn't seem to bother my daughter at all which is good but I hate seeing her bottom so red all of the time.

It was suggested to another Mom on 12-24 to try Chlorine free diapers so that is my new thing to try.  I'm afraid to go back to the cloth diapers since that is what we were using when it all started.  We are currently using Huggies Pure and Natural. I'm also going to keep a food journal to see if something she is eating is causing the problem, however I have a very picky child in the less than 3% of weight range that I'm dealing with so I tend to feed her similar things daily after she denies new foods.   She also has a dairy allergy.  If you have any suggestions on Chlorine free diapers or diaper rash it would be greatly appreciated since I feel as if we have exhausted all options.  We are trying a new dermatologist in 2 weeks but hopefully I can figure this out before that.
