I agree with Kirky, I wouldn't publicly embarrass her but I would say something to her privately. I also agree with Kirky, include the proper research when you approach her.
I would message her about it in private with a link to the new safety standards. I wouldn't openly embarrass her - she is probably just ignorant to it.

The standard is 1 year or 20 pounds.
She can legally turn her kid forward facing if he weighs enough. Not that I condone being forward facing so soon.
