my run was peaceful for the first 25 minutes until I saw a bunch of
middle school bullies chasing after one kid down the road I was running
on, one of them filming the entire thing with her cell phone! I stopped
and called the police and when I got to the end of the road I realized
there was a group of kids standing there watching and laughing. While I was on the phone with the police a woman
in a red car pulled up and the bullies ran away. The lady followed the
kid all the way to the dead end where her car couldn't go any further and the kid ran into the woods. I
stopped her after she turned around and she asked
me what happened. Turns out that she was the mom of the kid being
bullied! When the kids started following him he called his mom. She was
very grateful that I called the police and was going to find out who the
bully was from the school bus driver. I just can't believe all those
kids stood around, took video and laughed! I was picked on a lot when I
was in middle school and high school so I have no tolerance for that
kind of crap. I wonder if the kid will even get in trouble since it happened outside of school.

November: IVF #1: Stims started 11/16 ER 11/25 (7R, 5F) ET 11/30 Transferred 2 beautiful expanding blastocysts +HPT 12/6/11
Beta #1 at 9dp5dt=153! Beta #2 at 16dp5dt= 4009!
Ultrasound 12/30 showed one beautiful heartbeat! EDD 17 August, 2012

Well, I think your own memories of being bullied as a middle-schooler might help you answer the question about "what is wrong with kids today?" Kids have always had the capacity to be really mean to each other, and they've always had opportunities to be mean when there are no adults around to referee. Unfortunately, today with cyber-bullying there are so many more forums in which bullying can take place, and it is very hard to manage.
I'm a high school teacher, and I can tell you that altho each state has unique laws about bullying, kids CAN get in trouble in school for bullying that they do after school. Particularly if the bus driver has any bullying activity on the bus's camera, the school officials are likely to get involved. Most schools are taking a pretty hard line on bullying these days, and trying to do what they can to resolve bullying situations.
