Funny I was reading about this in one of my what to expect books. So your tear ducts are supposed to drain and don't always result in tears, which is why our noses get runny when we cry. So a blocked tear duct their eyes will always be watery and could be very goopy and isn't draining appropriately. But if they fill with water and go away, I think it means it is working. My DS is 6 weeks, and his eyes have gotten watery when crying but no tears either.
