I think this is going to vary across regions. It rarely drops below 60 degrees (day time high) here. So when it's in the low 60s we just bundle her up, put mittens on her hands, and go.
Do you have a wind shield for your jogger? I use one on my Joovy and it allowed for me to take LO jogging when it was in the high 40's low 50's. I also put a blanket, hat, mittens, and jacket on him....he must have been pretty cozy because he fell asleep every single time and slept for the entire run.

50 is the coldest I will go running with LO. I put the cover on the jogging stroller and bundle her up in a coat with blankets. And I am out and back in 40 minutes, no more.
