I won't buy used anymore because I've learned that condition is very subjective. I have received a couple of play condition diapers the were both described as EUC, so I am done. If someone is selling NIP I have no problem paying retail + shipping costs. I don't ever need a diaper so badly that I would pay more than that. I'm in the "it's just a diaper ffs" camp.
I bought most of my pockets new. I tend to sell my barely used VGUC (would be EUC but for some staining) pockets for about 50% of retail.
Since they are so much more expensive, more of my fitteds have been bought new than used. When I first started buying fitteds I made a rule not to pay more than $20 ppd. I shopped hard and did a pretty good job of finding VGUC / EUC dipes for that price. But it was pretty hit or miss what prints I could get and how often. Now'a'days I will generally pay up to $30 ppd for an EUC GM or B4 in a print I love. That said, I'm leary of paying that much for a used dipe because people apparently smoke crack when labeling the condition of their dipes for sale. I would say that, on average, most of the used fitteds I buy are VGUC and are in the $15 - $25 range. Most of the fitteds I sell are in the GUC - VGUC and are priced in the $10 - $20 range. (And actually, because my son has atomic orange EBF poo with magical staining power, I rarely sell a fitted that we've used more than once; most of the ones I sell are ones I bought and barely or never used but I was scammed on the initial condition.)

there are many many factors that play into pricing

if it's used you have to consider the condition - stains, elastic, snaps/velcro, pilling, fading, wear and tear, etc...
if it's new, but not from an online retailer, then I would expect to pay full price minus shipping or maybe a few dollars less
