We have a City Mini and bought it after we rented one at DisneyWorld. We love it and I don't think it's much different (temp wise) than any other type of stroller. One good thing going for it is that the back opens up to mesh so it can be cooler than a stroller that's all "closed in." Yes, DS was hot in DisneyWorld, but it was 95 degrees/humid and we were all hot; whether we were in a stroller or not. He was fine under the shade canopy (which is huge enough to give complete shade) and had his spray fan bottle.
Since we've had our City Mini the weather has been cool, but I don't worry about it being hot. I think our old stroller (a Chicco) was really sweat-worthy. The fabric seemed to get stickier and wasn't cool/breathable.
If you're still worried about the temp, I'd steer away from the darker colors just in case. Ours is red, but there are colors lighter than that.
ETA: Sorry, I overlooked the word "black" in your question. I was thinking you questioned the stroller in general...lol.
Personally I would skip it. As stupid as it sounds whenever I've worn a black(or darker) top I always get hotter, I also have dark hair and my head is on fire in the summer whereas my blonde counterparts don't have as big of an issue, plus our black leather seats get a lot hotter than our tan ones. I figured if I've had those experiences a black stroller would have similiar ones.
Both our strollers (City Mini and Vista Uppababy) are red, I wanted a color that wouldn't attract the sun and would stand out in a crowd.

I'm leaning towards getting the black. This question gets asked a lot here, and usually the responses from the moms that actually have the black one, say that it doesn't get any hotter than the others because of what the material is made out of and the canopy.

I have the city mini double and love it...I don't think you can go wrong with the city mini.
The original stroller I got when my DD was born is a black Frog and it was never too hot in the summer.
