We took swim lessons & he swam in a swim diaper, trunks & a rashguard (shirt). It was indoors, but this summer when we're outdoors, we'll add a hat. I'll have to double check the sunscreen/sunblock rules at that point too.
No life jacket or anything bc we stayed where i could stand & I held him the entire time. If we go on a boat, he'll need a life jacket.
We've gone swimming but the swim school we go to keeps their pool really warm. So all we had to wear was a swim suit and the little swimmers diapers. We didn't do ear plugs or anything like that. I just made sure there wasn't any water sitting in them when we left.

We went to a super warm kid pool, so all they wore were their swim trunk/diaper combos.
They'll wear the full shirt/hat combo when we're outside this summer. My mom and I just held them, so no life jacket.
