  Mounds View has several with park buildings that have kitchenettes.  I know for sure the Silverview Park building is really nice

  Random park on Long Lake Rd in Mounds View also has an building you can rent.

  The Country Inn & Suites (w/Pippins) in Roseville off Snelling has a small event room that you can rent for a small fee. I had my baby shower there and we brought in all the food. They let you decorate as you want and will provide tables/chairs per your request.

  The community centers are pretty inexpensive to rent a room at.  Otherwise the city of Roseville has some decent buildings at parks that you can rent.  It's a little more expensive (atleast the one we looked at), but you had a full kitchen to use.
