That is a very good questions, heather. They always promote the girls staying pure until marriage. Why not the boys? Do they just give up on them because their hormones are too strong and they probably won't make it? Girls are no better.

There is a double standard when it comes to girls and boys and staying sexually pure. Its expected of girls, but with boys, people just say that they are just being boys. Its really not right, or fair.
