I just used double sided tape. I didn't want to risk ruining the paper by using anything else. It hasn't shown any signs of coming undone yet (I did them at 18 weeks) but it will be easy to fix if it does.
I used matte modge podge. I used a coat to attach it to the wood and a coat on top. I made wooden letters over 2 years ago for my dd and they still look great.
Put a layer in-between the paper and wood. Just make sure you use something to kinda roll out any bubbles or wrinkles before it dries...your fingers or a brayer works great. Then do another layer on top of the paper to seal it.
I've done it many time in my projects and it always looks great and lasts.

I almost used modge podge, but ended up going with super 77 multipurpose adhesive by 3M. I used wooden letters I bought at Michaels and the letters turned out amazing. I love them.
Once I had them up, I decided to change the paper on one of them, I put it under water and was able to remove the paper. You should be able to do that with modge podge as well if you decide to change them.
