Normal routine at our house is this: Carson (3yo) gets a bath at 7pm, has a snack and is in bed by 8pm.
Bennett (3 mo) will take a short nap around 5pm, but then is up from 5:30 onward. He absolutely refuses to take another cat nap after this even though he is exhausted and fussing his head off.
I have been putting Bennett in the tub with Carson, sending Carson downstairs for his snack with DH while I try to nurse Bennett to sleep. He will go down around 8pm, enough time for me to tuck Carson in and have dinner with DH, but only sleeps for about 30 minutes. Then he's up and still a wee bit fussy (but not screaming) but won't nurse back to sleep bc he just ate. Therefore I'm juggling him until about 10 or so when he'll finally nurse back to sleep.
I can't keep him up from 5:30-8:30 bc he literally goes ballistic and I have to shovel my dinner in my face (we can't eat earlier bc we both work). Plus it's not fair to him nor Carson who is trying to wind down for the night. If he took another short nap in the evening, I could nurse him to sleep around 8:30 and he'd be in bed no later than 9:30 for the night. But he refuses to do so anymore. He's been sttn for quite a while now.
So....do I just keep up with the bath and nurse to sleep at 7:30/8:00 with the hopes that one day he'll get it and it will be his bedtime? Or am I missing something?

What time are they waking up in the morning? How often do they nap duringthe day?
I would try moving up bedtime... it helped us. Good luck!
DS goes to bed between 7pm and 9pm... sleeps till about 3am or 4am...eats then back to sleep till about 7 or 8am
naps around9:30am, 1:15pm and 4:30/5....times change if were not home or he don't feel well.
What about trying to move all this up a half hour? so a 6 or 6:30 bath, 7 feeding and then 7:30 bed? I just read a book that says to get LO to sleep better move their bedtimes up.
If your baby is only sleeping for 30 minutes and then goign to sleep, it generally means they need an earlier bedtime. He is getting overtired by the time you're putting him down, so he'll sleep for a few minutes but he's so "wired" by then that he can't stay asleep. Try an earlier bedtime and that may help.
We're pretty close to this- she eats at 8pm or shortly before, sleeps til about 2, and then eats her first feeding of the day at 8. Our nap times are pretty similar.

This. Unfortunately for the 2 working stiffs, we get home and immediately bathe DD (5:30 or 6), feed and she is in bed sleeping by 6:30/7. It sucks that we don't get more play time with her, but it is a nightmare when she is up past 7:30. She goes down early and sleeps 11-12 hours each night.
I agree with pp's I would try moving up his bedtime. We couldn't figure out what was wrong with DD until I tried moving it up and H thought I was crazy but it works really well.
We don't get home from daycare until 5:30 and she eats right away and falls asleep for about 20-30 minutes.
Then we play a lot with her from 6-6:50ish and then if it's a night for a bath we do that and around 7:15 I feed her to sleep usually. But around 6:45 she starts getting cranky and wants to sleep.
We used to have her stay up until at least 8 and then she was up non stop.
