  I know they used to sell them seperately when I had Eli (we have the safe seat too) and so my assumption would be that since they were in seperate boxes and not cross marketed, that the answer is no they aren't.  Have you tried graco's website?

  I have 2 extra bases for the Safe Seat if you want them. No accidents. I can get the expiration dates off of them if you want.

  Joe and my mom both had extra bases in their cars when we used the seat for Katie. Now, we can only take the girls in the van if we want to go somewhere so there is no need for the bases. I was going to sell them at our twins sale this April.
