  you could try women's shelters or the crisis nursery, but they may require unopened packages.

  I think Bellies to Babies accepts them, I'd call first though to make sure.

  Womens shelters do not require unopened packs, at least the one I donate to in the northern burbs.  They appreicate the donations.
