I decided to make a practice tutu before making Corri's birthday tutu, and I am psyched with how it came out...check it out!

LOL, you need a needle and thread for the elastic waistband, but there is very little sewing involved. The most annoying part was cutting all of the strips of tulle, but the actual making of the tutu was fun. I found instructions online and just went from there!
Thanks again, everyone! I am going to make Corri a few others (her bday tutu and also a filled one with rose petals in between two layers of tulle), and if I still love making them at that point, I may start an etsy shop...can you guys give me an honest opinion about whether the tutu sale worthy?
I am glad to hear that! I don't know if you went through all of the breathing apparatus "step downs" with the twins, but for me, one of the best days was the day I walked into the NICU and they had taken Corri off the nasal cannula and I got to see her little tube free face!

I just bought a long peice of ribbon and looped the tool around the ribbon. Like the first option. Then you can just keep adding more until you get enough to go around LOs waste and you can add more later if the tutu needs to grow.

LOL, there is apparently much debate over the regular knot vs. slipknot usage for tutus, the argument being that slipknots can loosen and fall of the tutu. I made an elastic waistband and used regular knots to knot the tulle onto it. I then ribbon wrapped the waist to finish it off.

Ha - I just noticed I used tool instead of tulle...I need to stop trying to bump and work at the same time. Anyway!
I can see them falling off if the child is going to play in to tutu. For pictures its not a huge deal at this point. I have used one of the crochet headbands and looped the tulle through each opening. I really like the way it turned out because I could stagger the colors withing the fluffyness of the layers. This option won't work much longer since they are a fixed size.
Do you have any pictures of a tutu made with the crocheted headband?
