You might want to check out the website for whatever brand you have. Ours is by fisher price (space saver) and you can purchase replacement covers, belts, trays, etc on their website.
Yes - I looked into getting a new one for ours - it was an Evenflo. I called Evenflo with the model #/manuf. date and then you could pick color/pattern. It was going to be about $18 I think (high chair originally was only about $60).
BRU has them for about $20, and they're washable and reversible. I bought one for my Baby Trend high chair b/c DS trashed the cover. I've washed spaghetti and every other staining food right out, with no hint left over.
Fisher Price has a replacement part site that sells them. I was going to buy one for our space saver high chair, but went ahead and threw the cover in the wash and it came out great, despite the tag saying it was wipe down clean only.
