My brother is asking for websites and ideas to entertain his (almost) 1 yr daughter. (He's a SAHD) I know there's lots of sites out there with age-appropriate ideas, etc. - got 'um?

Well, I'll just talk about my 3 yr old stuff:
Make Cookies
Go to the Park
Hide n Seek
Coloring/Painting
Games ( memory games, matching games, counting games )
Ride Bikes
Play in the dirt ( collect worms, dig etc )
She gardens/weeds/waters with me
Go swimming at local pool ( indoors )
Putting away the utensils ( yes, we both benefit )
Childrens Museum
Wrestle
Dance
Reading Books ( I try to have her tell me the story )

Anyway, make sure he checks out local libraries, coffee shops, museums, and malls - most have ongoing programs for kids.
Things we've done recently or are on our radar to do soon:
Children's Museum (ours has a section devoted to babies and crawlers)
Coffee Playland- coffee house with kid play area attached
walks in the park
wander around downtown- our girls LOVE this
Local petting zoo
parent and me swimming lessons
story hour at the library
Fill a small plastic tub with dried beans or pasta and add little spoons, cups, toys, etc to make it kind of like an indoor sandbox.
Play Doh
stickers
baking/cooking together
puzzles
shaving cream art
make a fort out of blankets
flashcards
play catch
follow the leader
look at pictures of friends and family members and identify
books, books, and more books!
Library groups are great for young babies...and there is usually lots of singing so the parents can learn songs and nursery rhymes.
We have Early Years Centers here. They have open gym time (mats/cars/tunnels). Usually there is an area devoted to crawlers. Early Years also has snack time, circle time, and a daily arts and craft. Also at Early Years is: Baby Picasso, Baby Mozart, Baby Massage classes. All of these things are free!! Does he have anything like that in his community that he could go to?
At home...building blocks, drawing, chalkboard drawing, painting, singing songs, "helping" around the house (cleaning, cooking, putting things away), play kitchen, playing house with the baby dolls (we feed them, bath them, dress them). We also dance, play with musical instruments (which can be as simple as making shakers out of an empty plastic bottle and some rice/pasta).
Finger painting with baby cereal mixed with food colouring. (Don't put too much food colouring in though...go for pastels to avoid staining).
Going for walks.
Go to the park.
Water table in the warmer weather.
Splash pads/free swims.
Lots of reading.
Puzzles.
That's all I have for now. Sorry I didn't organize it into age categories...Alot of them overlap.
Build a fort.
If he has a local aquarium, that is an excellent way to spend the afternoon, especially when the weather is awful.
We go to the park and play on the swings, etc...and feed the ducks.
We go to the gym, and she plays with the other children in the day care there (she LOVES it).
We go outside and play in the leaves.
We have dance party.
We rip up all the junk mail.
We learn our body parts, and how to point to them.
We go downtown and walk around.
We have a girls lunch out...and weather permitting, we get grilled cheese sandwiches at a local sandwich shop and take them to the park and sit by the water fountain and eat.
When all else fails, we go visit grandparents or we go to the mall and spend money

take the dog for walks
