Need your advice regarding this rash...PIP

This has happened once or twice before. Do you think its because there is detergent residue on the diapers? I use 2.5 tablespoons of RnG and a double rinse. This only has happened in cloth and not sposies.

Also, he sleeps 16 hours at night (alot, I know). He went to bed at 6:30pm last night and woke up 10:20am. This is not typical and I think he might be having a growth spurt. But, today he has this rash.
