A good lotion that's safe for around the eyes?

My daughter has dry skin around her eyebrows, eyelids, and nose area. We currently use Burts Bees but it's not helping at all. She is constantly rubbing which not only makes it worse but I'm worried she's gonna rub some into her eyes.

Aquaphor intensive healing ointment, it works great. I used it on DS's cradle cap aroung the brows and behind the ears, also on my dry hands.
