Does anyone know - can we take our adopted child out of the country before finalization? I'm thinking the answer to that is no, especially since the child won't have her new birth certificate until after finalization and all that...

I don't know how you would without proper documentation showing you're the parents. Especially if you're going somewhere non-English speaking and they're trying to (quickly) interpret your adoption/guardianship documents.
We were told we could travel (but we were only inquiring about crossing state lines) after our TPR revocation deadline passed, but before finalization. We drove though and didn't fly, so didn't have an issue of needing to have a birth certificate (and there are airlines who do ask for it).
