  I don't know how you would without proper documentation showing you're the parents.  Especially if you're going somewhere non-English speaking and they're trying to (quickly) interpret your adoption/guardianship documents.

  We were told we could travel (but we were only inquiring about crossing state lines) after our TPR revocation deadline passed, but before finalization.  We drove though and didn't fly, so didn't have an issue of needing to have a birth certificate (and there are airlines who do ask for it).

  Oh, and my worst case scenario thinking goes straight to what if something happens to one or the other of you (physically or legally) or if somehow someone thinks you're trafficking a child.  I just can't imagine trying to get baby back in a foreign country, without having all of the rights of a legal parent...even if somehow you are allowed to travel pre-finalization.  I dunno, maybe I'm more of a better safe than sorry.  I would just stay put until you were finalized and have a birth certificate.  Plus, wouldn't you need an actual passport?  I didn't think you could travel anywhere anymore with just a birth certificate anymore, even babies.
