At three weeks with the carseat attachment. I know it says not to, but I stuck to smooth paths and everything was A-Okay. I just started putting him in it without the carseat for walks, not running. He's fairly advanced as far as head control, though.
I had the car seat adapter and started slow with the baby in the car seat at about 3 months. I was on a smooth surface, not off road, and he had head support. Your little on will probably be ready to sit up in a regular stroller by about 4 1/2 - 5 months, however, with the BOB it's different. It kind of sags, I think they recommend waiting until 8 months. My son starting sitting up at 4 months and around 6 months we put him in the Bob without the carseat, he looked so uncomfortable. Sooooo, if you have the car seat adapater, there is the red strap that goes across the carseat. When we put him in there to sit on his own, we took the red strap and buckeled it around the back of the seat, it gives the seat more support and he didn't sag. We used it like that until he was about 18 months, now we use it without the back strap... Have fun, hope that makes sense.
My BOB duelie sport said 8 weeks for walking and 8 months for running. I don't think it comes with a carseat attachment on the doubles.
Anyway, we walked at 8 weeks and loved it. I planned to wait until 8 months old in the spring to run, but it was so nice last week that I had to go. They'll be 6 months on Sunday and did just fine. I stayed on a smooth trail around a lake. It was fantastic.

I had LO in the BOB Ironman at 4 months, with the ok from his pedi.
I just keep the shoulder straps really snug, and stick to shorter runs (10km and under) and stay on sidewalk or road.
Basically, I wouldn't take him on a 15km trail run at this point, but so far, he's done fine and it allows me to get exercise on nice days or days that I otherwise can't get to the gym.
Good thing, too...I'm running a half marathon in 5 weeks!
