Depends on the size of the TV. We have a 42" in our living room and make them sit anywhere at the point of our sofa or further back (not anywhere closer) Our sofa is about 8 ft or so from the TV.
My first thought was, "far enough back so the tv can't fall on them." For some reason this is a fear I have.
I don't have answer to the original question, but I wanted to stick my nose in everyone's business to make sure that they know this is a real threat. My mom knew a child who was killed by a falling television a few years ago.

Preventing Television Tipover Injuries
To help prevent tipover injuries, you should:
Use an anchor and/or angle brace to secure furniture to the wall.
Place your television on a low piece of furniture, as far back as it will go.
Make sure that your television stand is sturdy, can handle the weight of your TV, and doesn't easily tipover.
Anchor your TV to the wall with an appliance strap.
Clear your TV and stand of any items that your children might try to climb to reach, including toys, movies, books, etc. Placing a VCR or DVD player on top of your TV is also a bad idea, as your child might climb on top of the TV to put a movie in, causing the TV to topple on top of him.
5-6 television lengths according to my SIL who is an eye dr. She was constantly backing the kids up about six feet from a 20 something inch tv when my neice and nephews were little. Some drs say it can't cause actual eye damage but most think it does cause eye strain problems, the same as from a computer.

DH doesn't care as long as they aren't close enough to touch it. LOL

Ours is hanging on the wall for this very reason. (tippage and standing too close).
We had a rule that they MUST sit on the couch or in a designated place or TV went off. I'm mean like that. It was about 4-5 feet.
