This one is my favorite: https://scrappity.blogspot.com/ and I really like to download the free kits from Two Peas: https://www.twopeasinabucket.com/shop/digital-kits/ (sort by price "low to high" & the free ones will come up first) and Creative Memories: https://projectcenter.creativememories.com/digital/digital-freebies/.

I have this bookmarked in my digiscrap folder - not sure if they have freebies or not, but most likely since I saved it. https://bonscrapatitdesigns.blogspot.com/

I always just google free digital scrapbooking as well to find random kits. Let me know if you find any ones I haven't listed.
