And I don't feel one bit guilty. This lady was holding her newborn and burping it while her husband was driving right in the middle of the city in rush hour. I couldn't believe my eyes. I am stunned at peoples stupidity. Geez-pull over & keep your child buckled in!

That sounds to me like they couldn't afford a carseat and weren't aware that there are resources out there to help them with that. While it's inexcusable not to take the time to look into that, I wouldn't judge them for willfully ignoring safety necessarily. They may not have someone instructing them on carseat safety (I know my ped has never mentioned carseats to me, so maybe nobody has mentioned carseat use since the child was a newborn) and not everyone has access to a computer or the knowledge/experience to look into these things. It's unfortunate, but they may have nobody telling them a child needs to be in a carseat and no one telling them there is assistance if they can't afford one (that is certainly not well advertised where I live even though I'm in a low income neighborhood).
