did she have cradle cap as an infant or a history of eczema? My son, from time to time, gets scaly dry flakes on his head. Baby oil and a fine tooth comb loosen the flakes for us which are then washed away with shampoo.

Try T-gel. You can get it anywhere. It works best if you let it sit on the hair for several minutes before rinsing. Try using it 2 or 3 days in a row and you should see improvement. After that it would probably only need to be used about once or twice a week.
Ditto mamabear. My son still gets "cradle cap" on his scalp even though he's long past the cradle stage. He sweats a lot, which I think contributes to the problem. I periodically use baby oil to loosen the flakes (chunks, really, sometimes!) and comb them out.
My DD had the same problem; it gradually got better as she went through the primary grades at school
How often does she shower? I know showering every day can dry out the skin & scalp. As long as she doesn't have a medical condition needed to treat her hair, perhaps have her shower every other day or every 3 days.
