I sent the seller an Etsy email about when I could expect my order (again) on the 17th, which was the 30-day mark. Then I filed the Paypal dispute on the 21st, waited three days, then escalated it to a claim. (Merry Xmas, crappy seller, lol!)
She finally wrote to me today, begging me to accept the finished puzzle, claiming she can send me a photo and a delivery confirm number. Lots of super sob stories about how she's so overwhelmed with orders and family crises, etc. that she couldn't even log in to Etsy or Paypal. I find that not so credible. (Plus, why not attach the pic of the finished puzzle if you have it?)
Is it an issue that she didn't respond officially through the Paypal dispute mechanism, or through Etsy, but instead through my private email? It makes me suspicious.

She should have responded through Paypal's claim. If not, at least Etsy.
I would refuse and request my money back (unless you are really wanting the puzzle at this point...but I would be weary that she isn't going to really ship it)
If you want to get the puzzle have her submit a request for you to accept the product through the claim, that way, if you don't get it, you won't be out, you will still have the claim open.
AHA. I knew something was still up with her.
