I'm almost 24w and today I'm having an especially difficult time breathing. I had this problem with my first twin pregnancy too... and after all sorts of testing, we determined that it was caused by the pressure of the baby/babies near my lungs. (I was also put on iron supplements because I was a little low on iron and my OB said sometimes that could cause shortness of breath.)
So I wasn't surprised when the same thing started this pregnancy.... but I've managed to get through it so far without too much distress. But this afternoon has been different... it's pretty bad. No matter what position I sit/stand/lay in, I can't find a position that gives me any relief. It's like I can't get a good deep breath and I feel like I'm starting to get lightheaded from it.
Has this happened to anyone? I know there's a lot going on in there and space is limited so I'm trying not to worry too much, but I really hope this doesn't last the rest of this pregnancy. It's an awful feeling to not be able to breathe normally.

Do you normally have asthma?
Either way, you might want to consider asking your OB for a referral to a pulmonologist. It would likely be worth it to also carry a rescue inhaler with you, just in case.
I am 23w3d and I've noticed shortness of breathe, esp with increased activity after laying down or when I'm talking a lot. Bloodwork came back fine. My doc said it was my ute pushing up on my lungs (things are getting crowded in there), but to call/come in if it was acompanied by chest pain or if I couldn't catch my breathe. I'd call your doc for further testing if you are worried.

Are you taking your iron or an extra iron supplement opposit times of your prenatal?
I had this happen last week, I almost felt like I had ran a mile & couldnt catch my breath. My doctor said I needed iron because my body was producing blood for 3 people and I was a little anemic (sp?) on my blood test. She said this, along with less room for your lungs to expand was most likely the reason.
