I got DD jeans from Crazy 8 a few months ago when we were in the States, and I bought 12-18 months (which was the size she was wearing in everything else) but when I put them on her, they were way too tight around the waist, and also in the leg. Length was fine.
I would say if he's out of 18month because of the waist, then go with 2t.

I'd buy both, try them on my kid at home, and return what didn't work.
Different cuts/styles, even within the same store, fit my kids very differently. My two and a half year old still wears 12-18 months in some pants, and 2T in others.

A couple weeks ago I bought jeans for my DD in 18-24 months from Crazy8 which is what she was wearing from other stores. They were too short and just fit. I brought them back and bought 2T. They are a little big but the waist is adjustable and I would rather have her be able to grow into them rather than just fit them. Hope that helps...

This is the first time I've ordered from Crazy 8, I usually get jeans from ON and Children's Place. I hope they are the same. With free shipping I can't beat the price.

Crazy 8 in the sister store of Gymboree. It's a little cheaper. I just bought some clothes last week. So far they are good. I think ON has cheap quality clothes though.
