We have been looking at getting a Graco Snugride 35; then I noticed there is a 65. When I read the description it says that it works rear facing from 5-20 pounds and then up to 65 pounds. Are there any issues with using that car seat for an infant? Also, I think you are supposed to switch to a booster seat at 40 lbs correct? I would like to spend under $200 and have one car seat. Is this possible? TIA!!

You can get the Graco 65 which is a convertible seat meaning it is both rear and front facing. I am pretty sure this seat is suitable for a newborn as well. What you lose with using a convertable rather than an infant seat first is convenience.
The infant seat snaps into a base you leave into the car while the convertible does not.
As for the booster, you DO NOT switch to a booster when a child reaches 40 lbs., but when the child is around 4-5 years old and too big for the convertible. Most people leave their child rear facing until they reach 35 lbs!
When you do switch to a booster, be sure it is a 5 point harness one and not a backless option. The backless ones are provide the least protection.

No. You can't.
You can go with the My Ride, and that will last you quite a long time. However, depending on your child (and laws in your state), you may still need to purchase a booster later. Why? Because your child may out grow the seat by height before weight (or both) or if you plan on using it from birth then it will expire in 6 years.
Some seats advertise as being the only seat you will need (aka Eddie Bauer and Alpha Omega) but this is a lie. First off, the old ones harness to only 40lbs (new ones 50 I believe), and they make terrible, terrible boosters. So, really even if you go that route, you would need to purchase a better booster, but even at 40lbs not all children are (or should be) ready for a booster.
Another good option (for starting at birth) is the True Fit. It will also last you a long time, but just know that regardless you will likely have to purchase another seat at some point.
I've never seen anyone do this.
