DD has a wide foot so I have a difficult time finding them, but I bought two pairs at Kmart a few weeks ago, both wide width and less than $15 each. (A cute pair of white walkers and black casual mary janes.) They usually have a good selection online if you don't have one in your town.
For DD I have bought shoes everywhere....Target, Stride Rite, Baby Gap, TCP, Gymboree, Converse.com, etc. She has LOTS of shoes...its ridiculous.
For myself....I buy them everywhere literally. I love shoes but am not super picky about brand...just the style of the shoe so if I see one I like and the price is worth it I will buy them.
When dd was just learning to walk, I had her in pedipeds daily (got them on sale). Now that she's running everywhere and outgrowing shoes super fast, I buy from Target, Payless and a Converse outlet store. I am actually impressed with the ones from Payless as they have good flexibility and are pretty cute.

If I'm looking for cheaper options, I hit up Target. Otherwise I try to find deals on Pedipeds and Stride Rite.
For myself, I shop at DSW a lot, or online at zappos.
I'm not sure if you mean for me, or for my LO. For me, I get shoes at DSW, Target, New York & Co. & Macy's.
For DS I get shoes at Stride Rite, Target, Walmart and BRU.
