  the dress is adorable and the baby wearing it is super cute!!!

  I used THIS tutorial.  Top & bottom strips are 1/8 of a yard fabric, medium strip is 1/4 yard.  To get the second tier width, I added 4 inches to the first measurement, and third tier 4 inches to the second tier width.  (Hopefully that makes sense.)
