  ummmm.... they are not.  If that is high rise, no one should be wearing low rise.

  1)the model has an unnaturally high belly button and what we're seeing is actually a pair of uber mom jeans

  2)the model has NO belly button and it was photoshopped in at the wrong place

  3)our society is doomed because by high rise they mean you don't have to shave your pubes first

  Are those the new Gap jeans? The 1969 ones?  They have a 'high rise' one and its still a couple inches below my belly button when I wear them, although they are higher than my other jeans and help with tummy control.  I always though high rise meant they were right at your belly button but I guess not.
