I haven't posted in a while... But I definitely have something to add to this!!
My work dress code is pretty strict (if we wear dress pants, we have to wear a blazer) so I wear a lot of skirts/dresses and know a thing or two about tights...
Don't buy Motherhood Maternity brand. They are too short. I have found that although expensive, A Pea in the Pod is the best quality/fit. They have a lot of give in the belly and are plenty long.
Buying XL or a larger size in normal tights is not the same as buying maternity. The only downside to having to buy maternity tights is the only colors I can find are brown and black. I used to wear different styles and patterns but no such luck now.
Also, if you have to wear normal sized tights, try sweater tights. The waist band isn't as tight and the softer material is much more giving.
Never ever try cutting the waist band to relieve pressure! I did this last week and all that does is cause the waist to roll down and become even tighter

I'm glad you posted this, I am looking for some too.
I found some leggings at Target, but they were so huge (they pulled all the way up to my armpits) All I did all day was pull them up.
