My twins are over 3 wks old, and I'm not making enough milk for them. They were late term premies, born at 34.5 weeks, and were in the NICU for 17 days. Since they've been home, I've been pumping every 3-4 hours, with the exception of 2 nights which I slept right through (6-7 hrs).
For the past 2 days, I've been pumping every 2-3 hours, and I started milkmaid tea today. When does the tea kick in? I'm only getting about 2 1/2 -3 oz per pump. When should I start seeing an increase in milk? Is there anything else I can do? Help!!

Who told you to only pump every 3-4 hours at the beginning? I'm going to guess that is where your low supply has come from. You need to be pumping every 2-3 hours during the day and every 3-4 (minimum) at night.
The good news is BFing turns into supply and demand once your hormones wear off so the more you pump the more you make.
Make sure you are drinking plenty of water. I saw a difference when I would drink 120oz a day.
Make sure you are eating. I know you may not be hungry or have the time to eat, but you need to eat. Get some simple foods you can grab throughout the day.
More Milk Plus (liquid form) worked well for me.

when those actions didn't increase my supply enough i started taking domperidone. after being on domperidone for 5 weeks i've gone from making 6 oz a day to over 20 oz a day.

I agree with pp that you should've probably been pumping more from the beginning. I have twins and pumped like CRAZY to get a good supply in. I was pumping every 1.5 hrs. Even after nursing every 3 hrs in the NICU, I still pumped. You have two mouths to feed. It's good that you started pumping more frequently as that should help. Also, I would keep pumping at night! Have you tried Fenugreek?

I pumped every 2 hours from the start. At 15+ weeks out with my twins, I am still only making 24 oz in a day. I'm on oatmeal, blah blah blah.
At the end of the day, your babies have to eat!! Just get them to the breast as much as you can. Since mine never latched and I went back to working 80 hours / week when they were 7 weeks old, I've been an EPer. It's what works for us. My little ones get 50% breast milk 50% formula. I wish it was different, but I'm doing darn good for my circumstances.
