i'm sure this has been asked a million times, but i'm looking for some fun free (or low cost) ideas for things to do this winter. i'm sure DS will start walking when there's nine feet of snow on the ground and i want some fun things to do that don't include walking around target.....haha

I was going to say this.
We actually have family play time with the community education in our area. It's either free or sometimes $1 per child and it's all age groups as well.
Barnes & Noble also have free story times
Walk around the mall and let them play on the coin operated cars (without the coins - hee hee). Some malls near me actually have small play areas.
Pet store
Indoor play places - some have memberships for a set amt per month. If you go often it could be worth it
Moms Club/group - we go to each other's homes in the winter and play. Sometimes we do crafts or cookies but often it's just an hour or two of play. It's free and you get the bonus of talking to another adult!
story time--any local dining spot with an indoor playground (mcd's-you just order a pop and you can sit forever)
buy a sled designed for infants/toddlers and play in the snow
we still go to the park in the winter on sunny days.
here in mn we have indoor parks--at community centers--like $5 for the entire day or however long til the kid zonks out.
indoor pool if there is one near you-they are sometimes pretty cheap.
museums--you can sometimes get free passes at libraries or for sure most kids are typically free
Ditto many of the suggestions - indoor play area at local malls, storytimes at library, joining a local MOMS Club (https://www.momsclub.org/links.html) so you can go on playdates at other member's homes.
We have a free zoo with some indoor buildings you can still go to in the winter.
