toddler underwear ?

a few months ago I stocked up on a variety of different character underwear. Griffin started wearing 3T midsummer so I bought the 3T underwear. Now, I am starting to notice they seem to be fitting pretty snug around his waist. I haven't noticed that his pants are fitting any differently. Do toddler underwear usually run small? I had to go out today and buy a 4T pack after he woke up this morning with big red lines all over his waist:( Does anyone know if the toddler undies made by Hanes (or fruit of the loom) are made any differently?

Different brands do seem to run very different in size.

Also, P is pretty tiny. still fits into some 9 month-12 month shorts.

He fits pretty well into 2T undies... so they must run a bit on the small side.

I think they run very small. I bought Justin several pairs this summer too, and none of them fit now. We're in 4T as well and they fit him nice, despite the fact that his 4T pants are huge on his waist.
