why not use car seat base???

Reading my car seat instructions (graco safeseat) b/c planning to try and install it in my car tomorrow. There are 2 sets of instructions : one for use with the base and one for use without the base. Why wouldn't you use the base? Is it a size issue (base too big for some cars) or safety issue or what?? Thanks!!

When I had to use my grandma's car once, I didn't use the base. It was just easier strapping her in than transferring the base.

We had a car seat inspector at my baby basics class on Monday. She said that the base sometimes doesn't fit level on some carseats. Also, they want you to know that it's OK to use the seat without the base--like if you need to ride in someone else's car and only had the seat with you.

My sister has a smaller car and the base doesnt sit level and therefore kind of slides around and sits crooked. So she doesn't use the base and the seat sits better without it.
