I'm thinking along the lines of the Mr. Potato Head Silly Suitcase, Lego Duplo or maybe a little people set(he doesn't have any of these things). Did I miss anything? I don't want to spend more than $20-30. Any suggestions are greatly appreciated.
Any of those would be great. My DS loves his duplos and his little people (he has the barn & school bus). He also really likes anything with wheels and he loves to paint.

Trucks, monster trucks, construction trucks, fire trucks, etc! DS got a very cool front end loader truck from a friend and she got it from kohls on sale.
Matchbox cars are super cheap and a great hit with him right now. A great hit with me was a pack of matchbox cars and one of those car cases. holds like 40 cars.
Paints, coloring books, crayons, bath crayons, are all great too.
I saw a basketball hoop thing at walmart for about $24 but they have golf sets and baseball tees too for less.

I think a Little People set is a great idea. The boys have the barn and school bus, and they love both of them.
I would also recommend trucks/tractors/motorcycles/trains and anything that has to do with them. Those are a big obsession around here, books about trucks included. Some ideas in your price range are the Tonka trucks - the ones that are this size you could get a few of them or they also have the miniature set of them on sale right now at TRU and then you could still get something else since it is only $10!

Costco has a giant Potato Head right now for $20. Inside the giant potato are 2 regular potato's and 2 baby potato's with lots of peices. My son loves it.

Thanks, that would have been perfect. I just ordered the silly suitcase off Amazon for the gift. I have a small potato head obsession...lol. DD has the silly suitcase, Mrs., and I found this guy at Target for $6.99 and could not resist him...

All of these! My ds got all of these for his birthday, and indeed loves them. BUT he loves his Hot wheels the most.
