I was doing laundry last night and noticed that a pair of M's brown pants had two bleach-like stains on the butt. I thought maybe it was from an unseen blowout, so I washed them hoping it'd come out. They didn't--definitely bleach.
I just bought the pants and she wore them once, to daycare. I don't care so much about the ruined pants, BUT I'm concerned that there's bleach around and that she's sitting in it (and worse, crawling in it!). They use bleach to clean the floors, but the babes don't crawl on those floors. I don't want my kid getting her hands in bleach and putting them in her mouth!
How would you bring this up to the DC providers?

Ditto, I would address it exactly like you said and I would speak directly to the caregiver and not the "boss"....yet. I'm a fan of speaking to the people that I have direct contact with in an effort to be more one on one Hopefully it was just a one time occurence and it won't happen again....but you should definitely bring it up.
Update: I picked her up tonight and the pants she's wearing today have a bleach stain too! So perfect way to bring it up. Pesky was right, it's from the changing table. I asked one of the ladies if I could bring pads or something that they can put down before they change her...she apologized like crazy and said that she'd make a note about it for the changing area. I'm going to keep an eye on her clothes to make sure they're drying off the bleach before they change her. Thanks for the moral support!
