The reason it works is because it comes with these foam pads that you stick on the bottom of the seat and makes it unable to slide around on the toilet. I bought mine at Target, I have it in pink.
I also own this https://www.pottypatty.com/mi-patty-00043.html, which I used with the 3 year old I was watching over the summer, it made her feel more secure on my toilet as she was still potty training. My girls are not using this right now because they are short and cannot figure out how to get up over the front hump. So I will probably pull it out again when they are closer to 3 and see if they want to use it. This product also works great on an elongated toilet and doesn't move, but again if you LO is new to PT and on the smaller side, she may not like this because it is harder for the littler ones to get over. At 3 yo does great with this.

The toilet ring from Baby Bjorn wourls great for ALL toilets. It has a dial underneath for it to creat a perfect seat for all toilets. inlaws have the elongated and it works great. It doesn't budge lol

I use a padded potty ring similar to what you posted on an elongated toilet seat. It doesn't move side to side, but it can move front to back. It doesn't move when DD is on it though, so it's not technically an issue...
We have a longer oval toilet and we have the potty insert from Target. It is white and the handles on the side adjust in and out. It does move when I put my daughter on it, but it hasn't been a problem.
